This study focuses on examining the requirements forming concept of right to effective administration in relation communication local governments with their residents. We pay attention electronization public and ambition strengthen it through participation decision making concerning important matters self-government, as implementation is linked management approach. In first part study, we analyze European jurisprudence legislation, further address question how government influences authorities inhabitants realization means direct democracy. focus our current state its development, including cyber security.
